The Bradford Health Inequities Programme (Bhip)
The five-year programme funded by the National Lottery Community Fund (NLCF) and delivered jointly in partnership by Happy Healthy You (HHU) and Race Equality Network (REN). As part of the National Lottery Community Fund's National Collective, Bhip is one of nine health inequities programmes established nationally to address health inequities caused by structural racism and discrimination.
Working alongside Communities, Voluntary, Community and Social Enterprise (VCSE) organisations, the NHS, public services, and other partners across Bradford District, Bhip will co-design, test and evaluate community-led approaches that address health inequities driven by structural racism and discrimination, influence policy and practice, drive system change, and generate evidence and learning for Bradford while contributing to the NLCFs National Collective.
As an innovative five-year programme, Bhip expects to evolve through community engagement, co-design, learning, and evaluation. The Bhip team members should therefore expect their roles to develop over time in response to programme learning, funding, and organisational requirements to achieve its aims.
About you
You will be an experienced and capable programme manager with a strong track record of managing community-based programmes, activities, services, and teams, with the ability to design, develop and implement plans and projects that achieve effective delivery and measurable outcomes.
You will understand the realities of delivering culturally grounded health and wellbeing activity alongside Global Majority communities and be committed to addressing health inequities, structural racism, and discrimination.
You will be equally comfortable supporting the Bhip Programme Lead, HHU’s CEO and senior management with organisational priorities, managing staff and resources, and working alongside community teams to ensure delivery is well coordinated, responsive and of a consistently high standard. You will have a strong focus on evaluation, ensuring HHU and the Bhip programme can demonstrate the outcomes, impact, and value of its work.
As a key member of the Bhip team, you will lead the operational management of HHU’s contribution, ensuring its community engagement, co-design, Insight to Action and related activity is effectively planned, delivered, monitored, evaluated, and continuously improved. You will understand how HHU’s existing trusted community activity provides an important route through which communities can engage with and shape Bhip’s aims and work. HHU’s established community delivery footprint will provide a key route for Bhip’s structural literacy, listening, story capture and co-design work, enabling community insight and stories to be translated into action and system change.
You will bring strong people management, organisation, and judgement, with the ability to manage competing priorities, solve problems and maintain effective relationships across HHU, Bhip, communities and partner organisations.
The Opportunity
This is an opportunity to take a key management role within Happy Healthy You, a community-rooted organisation delivering culturally grounded health and wellbeing activity across Bradford, while playing a significant role in the delivery of the five-year Bradford Health Inequities Programme (Bhip).
You will work across HHU’s established programmes and community activity while helping to develop and strengthen the organisation as it grows. Alongside this, you will have a significant role in Bhip, supporting an ambitious programme that brings together communities, the VCSE sector and health and care systems to address health inequities driven by structural racism and discrimination.
The role offers a distinctive opportunity to connect strong community-based delivery with wider change, helping ensure that what is learned through HHU’s trusted relationships and Bhip’s work leads to better practice, stronger services, and demonstrable outcomes for communities.
You will join at a crucial point in the development of both HHU and Bhip, with genuine scope to shape how programmes are delivered, developed, evaluated, and improved as the work grows.
Key Responsibilities
Programme and Operational Management: Lead the effective planning, development, delivery, and continuous improvement of HHU’s programmes, services, and community activity, alongside the operational management of HHU’s significant contribution to and delivery responsibilities within Bhip
Bhip Integration and Programme Management: Work closely with and support the Bhip Programme Lead, operating as a key member of the programme management team and working collaboratively with the equivalent REN operational lead and wider Bhip team to align delivery, share learning and ensure workstreams contribute to whole-programme priorities and outcomes.
People and Team Management: Provide effective line management, coordination, and development of designated HHU and Bhip staff, building a collaborative, accountable and well-supported team that works effectively across organisational and programme boundaries.
Community Delivery and Co-design: Ensure HHU and Bhip delivery is community-led, culturally grounded, accessible, and responsive, connecting HHU’s trusted community activity with Bhip’s engagement, structural literacy, listening, story capture and co-design, and ensuring community insight progresses though Bhip’s Insight to Action and Community Story to System Change approaches.
Performance, Evaluation, and Impact: Ensure robust planning, monitoring, data, evaluation and learning across HHU and Bhip delivery, including consistent staff use of agreed programme evaluation, data, and Microsoft 365 systems, including Upshot, and conduct regular checks of data quality and completeness. Demonstrate outcomes, impact and value, using evidence and learning to continuously improve delivery and support system change.
Partnerships, Resources and Organisational Development: Work effectively across HHU, REN, Bhip and wider community, VCSE and system partnerships, supporting effective management of resources, budgets, systems, risk and quality and contributing to HHU’s continued organisational development and sustainability.
General Responsibilities:
- Comply with all HHU policies and procedures and relevant Bhip partnership requirements.
- Maintain accurate and up-to-date records and reports in line with organisational, programme, evaluation, and funder requirements.
- Ensure appropriate standards of safeguarding, data protection, health and safety, equality and financial accountability are maintained within areas of responsibility.

Qualifications

Degree with a minimum of three years' relevant professional experience, or equivalent professional experience of at least five years, in a relevant field such as Public Health, the VCSE Sector, Health and Social Care, Community Development or Organisational Development.
