Job Title
Insight & Evaluation Officer Bradford Health Inequities Programme (Bhip)
JOB DESCRIPTION & PERSON SPECIFICATION
About Race Equality Network (REN)
Race Equality Network (REN) is a Bradford-based registered charity with over 25 years’ experience advancing race equity across Bradford and West Yorkshire, with local, national and international influence. As a race equity infrastructure organisation, REN supports more than 80 Global Majority-led organisations, Community Champions and Community Research Champions. It works alongside communities, VCSE organisations and public institutions to identify and challenge structural racism and discrimination, strengthen community leadership and influence, and translate lived experience into action. REN brings established expertise in anti-racist practice, policy, commissioning, system influence and accountability, helping organisations move from commitment to measurable change.
The Bradford Health Inequities Programme (Bhip)
The Bradford Health Inequities Programme (Bhip) is a five-year programme funded by the National Lottery Community Fund and delivered jointly in partnership by Race Equality Network (REN) and Happy Healthy You (HHU). As part of the National Lottery Community Fund's National Collective, Bhip is one of nine health inequities programmes established nationally to address health inequities caused by structural racism and discrimination.
Working alongside communities, voluntary, community and social enterprise (VCSE) organisations, the NHS, public services and other partners across Bradford District, Bhip will co-design, test and evaluate community-led approaches that address health inequities driven by structural racism and discrimination, influence policy and practice, drive system change, and generate evidence and learning for Bradford while contributing to the National Lottery Community Fund's National Collective.
As an innovative five-year programme, Bhip is expected to evolve through community engagement, co-design, learning and evaluation. The Bhip team members should therefore expect their roles to develop over time in response to programme learning, funding and organisational requirements to achieve its aims.
About You
You will be an experienced insight, evaluation or research practitioner with strong analytical skills and a practical, community-focused approach to generating, analysing and using evidence.
You will be confident working directly with Global Majority communities and colleagues across REN and HHU, developing accessible methods, tools and resources to gather and make sense of qualitative, quantitative and lived-experience evidence. You will understand the importance of building evaluation and learning into community engagement and co-design from the outset.
You will bring professional curiosity, methodological integrity and sound judgement, able to identify patterns, question assumptions and communicate clearly what the evidence does and does not tell us, where evidence is limited and where further investigation is needed.
You will work closely with the Anti-Racism Strategic Lead and Bhip Programme Lead, providing robust analytical and evidence support while retaining professional objectivity and methodological responsibility for the underlying evidence. You will be confident reporting findings accurately, including where evidence is limited, contradictory or uncomfortable for REN, HHU or system partners, and will work collaboratively across the wider Bhip team to ensure evidence and learning are useful, accessible and acted upon.
The Opportunity
This is an opportunity to help build and shape the insight, evaluation and learning approach for an ambitious five-year programme, working across communities, organisations and systems to understand what is changing, what works, for whom, how and under what circumstances.
Bhip has a working Theory of Change and an emerging evaluation framework, logic model, and Global outcomes and data system, which will continue to evolve through learning. You will help operationalise these across the programme, developing and refining the practical methodologies, tools, measures and resources needed to generate and capture community insight, lived experience, programme activity and quantitative data consistently, ethically and meaningfully.
Working alongside the Anti-Racism Strategic Lead and with the Co-design Lead, Community Engagement team and Global Majority communities, you will develop and test culturally grounded, accessible and innovative ways of gathering evidence and understanding change. You will explore creative and participatory approaches that work for different communities, while ensuring the evidence remains robust and useful for analysis and Bhip’s wider evaluation requirements.
As Bhip develops, you will bring different forms of evidence together to identify patterns, test assumptions and evaluate emerging approaches and system-practice tests against Bhip’s Theory of Change, logic model and programme and organisational outcomes. You will provide analytical and evidence support to the Anti-Racism Strategic Lead, while working across the wider REN and HHU Bhip team to ensure evidence informs learning, accountability, programme development and system change.
You will help turn what we learn into accessible evidence, resources and learning for communities, Bhip colleagues, partners and decision-makers, ensuring communities can see how their insight was used, what action followed, what changed, what did not change and why and contributing to learning across Bradford and the National Collective.
The role will evolve as Bhip develops. We are looking for someone who can combine analytical rigour with creativity and curiosity, who is as comfortable developing culturally grounded ways of gathering insight alongside communities as they are analysing evidence, evaluating change and explaining clearly what the evidence does, and does not, tell us.
Key Responsibilities
1. Insight, Evaluation & Learning Approach
Lead the practical delivery and ongoing development of Bhip’s insight, evaluation and learning approach, helping operationalise the Theory of Change, logic model and Evaluation Framework as the programme evolves, including community-defined outcomes, indicators, baselines, measures and evidence sources.
2. Community Evidence & Methodology
Work alongside Global Majority communities, the Co-design Lead and Community Engagement team to develop and test culturally grounded, accessible and proportionate methods, tools and resources for generating and capturing lived experience, community insight and other evidence ethically and consistently. Build informed consent, anonymisation, confidentiality, safeguarding, reciprocity, community ownership and feedback into the approach so evidence is generated ethically and without extractive practice.
3. Data, Upshot & Evidence Quality
Work with the Programme Data and Administration role to ensure the software evaluation system (Upshot) and agreed monitoring systems evolve and capture the right information, support strong data quality and provide usable qualitative and quantitative evidence for evaluation and learning.
4. Analysis, Insight & Analytical Support
Bring together community-generated, qualitative and quantitative evidence to identify themes, patterns, gaps and change, including through disaggregated and intersectional analysis clearly distinguishing what the evidence demonstrates, suggests or cannot yet show and challenge weak evidence or overclaiming. Provide robust analytical and evidence support to the Anti-Racism Strategic Lead and Programme Lead.
5. Programme Outcomes, Theory of Change & Programme Learning
Assess whether Bhip activity is contributing to agreed outcomes across the programme journey, including trust, participation, shared power, organisational change, system change and reduced inequity, and use findings to test assumptions and inform continuous improvement.
6. System Tests, Accountability & Story-to-System
Design and support evaluation of Bhip’s emerging system-practice tests and Story-to-System activity, including appropriate baselines, measures and learning questions, capturing what changed, what did not, and the barriers, enabling conditions and unintended effects, and support transparent feedback to communities.
7. Evidence Products, Feedback & Shared Learning
Translate evidence into clear and accessible learning, reports, briefings, dashboards, case studies, resources and feedback for communities, Bhip colleagues, governance, funders and partners, ensuring community evidence retains its meaning and is not used extractively.
8. National Collective & Wider Learning
Support the Anti-Racism Strategy Lead, Bhip Programme Manager and REN & HHU CEO’s to enable Bhip’s contribution to the National Collective by identifying and sharing transferable learning about what works, for whom, how and under what circumstances, including learning from innovation, barriers, resistance and system change. Help apply learning from other member of the National Lottery National collective partners, where appropriate.
General Responsibilities:
- Work in accordance with REN and Bhip policies, procedures and relevant legal, safeguarding, data protection and funder requirements.
- Maintain accurate records and contribute to reporting, learning and programme activity as required.
- Promote safe, inclusive, ethical and anti-discriminatory practice, including appropriate handling of community and lived-experience evidence.
- Take responsibility for ongoing learning and professional development relevant to the role.
- Represent REN and Bhip professionally with communities, partners and stakeholders.
- Undertake other duties appropriate to the level and purpose of the role, as reasonably required by the Anti-Racism Strategic Lead or Bhip Programme Lead.
- Undertake other duties appropriate to the level and purpose of the role, as reasonably required by the Anti-Racism Strategic Lead where the duty relates to structural-racism analysis, policy interpretation or Story-to-System work.
Flexibility Clauses:
The duties and responsibilities of this post may be reviewed and amended from time to time, following consultation with the post-holder, to reflect the evolving needs of the Programme. Any changes will be consistent with the level, purpose and nature of the role.
